The KDOT Utility Permit System (KUPS) is an online portal designed to help utility providers and Kansas residents submit utility installation requests within Kansas highway rights-of-way and for bridge attachments. 

What You Can Do with KUPS 

  • Submit and Review Requests: Use KDOT forms like Highway Use Permit (Form 304), Casing Line Waiver (Form 308), and Attachment to Bridge (Form 310) to submit and review utility permit requests online. 
  • Complete Permit Information: Provide all necessary details online, including GIS map markup of installation points, emergency contact info, work descriptions, geometric details for each utility type, plan sets, drawings, traffic control studies, insurance certificates, and signature authorization. 
  • Track Permit Status: Monitor the status and progress of a permit from submission to approval.
