Project Description
After two years of public engagement and extensive reviews of design options for the U.S. 54 expansion project from U.S. 83 to Tucker Road (including the reconfiguration of the former Six Points intersection), KDOT is moving forward with the following preferred intersection option and recommended corridor alternative.
- An upgraded signalized intersection where U.S. 54 remains on its existing alignment and U.S. 83 is realigned near 5th Street to improve the angle of the intersection.
- U.S. 54 will remain on the existing alignment and then separate (before 8th Street) into a four-lane expressway directed around Garrettsville to the southeast. The expressway will reconnect with the existing four-lane highway.
As the design process advances, KDOT will continue to:
- Coordinate directly with the property owners affected by this project
- Optimize private driveway and local road connectivity in coordination with business owners and the City of Liberal
- Continue to distribute project information and anticipated construction timelines
Design, right-of-way acquisition and construction schedules depend on project approvals and inclusion within the IKE Construction Pipeline. This project is not yet funded for construction. A construction timeline will be provided once selected for the IKE Construction Pipeline.

Other Regional Highway Improvements
KDOT is investing more than $100 million in Seward County highway infrastructure to enhance safety, reduce congestion and support economic growth within the region. There are 12 projects in various stages along U.S. 83 and U.S. 54 including four-lane expansion, passing lanes, pavement preservation and intersection improvements. The map below shows project locations and stages. The numbers on the map correspond to the project details listed in the legend table below.
U.S. 54 Access Changes on U.S. 54 Between County Rd 6/Tucker Rd and County Rd 8
KDOT is making significant investments on the U.S. 54 corridor between Liberal and Kismet to reconstruct and expand the existing highway to a four-lane expressway. Consolidating the number of direct highway access points decreases the number of potential conflict points—where crashes could occur. That means county roads and driveways with current access to the highway will be closed, with traffic being re-routed to select intersections via local roads and new connector routes. Currently, there are two construction projects underway and two projects in the early discovery phase. As part of these projects, access to U.S. 54 has changed along the corridor and is summarized in the map and legend below.

3/4 | On the north, County Rd 7 access to U.S. 54 is now closed to realign via the new M-7 Connector. It is anticipated to be completed in Nov. 2023. Access on the north from County Rd 6 and County Rd M to U.S. 54 will remain closed. |
